Pro- Someone could be plotting terrorist acts
         People could make sure that you are not doing anything illegal

Con- Its invasion of privacy
         They should have a warrant to search your private things, unless they have reasonable suspicion

1. No, because they should have a search warrant to be able to see your personal data usage.
